Privilege of coping user preferences

I found it I have no access to copy preference to other project in Configure System in Empower. Which privilege do I need?

    That is typically an Admin function. What are you looking to copy? A project settings? You can bring up the Empower Help menu and search for Assigning and modifying user type privileges. 
    Maybe a look at the options for Copy Preferences dialog box is what you need?
