Missing partial directory

There is a Master project directory in the Empower project directory of an Empower instance I am working with.
I am able to see a few of the projects within this directory, but not all. I believe there are about eight projects and I am able to see two of them.
We've had someone who can see the projects check access required and group access has been given to the user group that I am a part of.
We have also attempted to copy user preferences of someone who can see the project to my user preferences. This failed to resolve the problem as well.
Does anyone else have any suggestions as to how to resolve the issue?
